Man performs a dangerous stunt on Mumbai local, like in a video game

Ignoring dangers posed to his life, a man was caught on camera performing unbelievable stunts atop a Mumbai local train. According to news reports, the Mumbai Police is looking for the man in the following video.

According to reports, the incident occurred after the train left the Mumbra station. The youth can be seen ducking and escaping high voltage wires.

Such daredevilry and incidents with crazy shock value are not exactly new on Mumbai locals, and authorities have already started an awareness campaign to discourage youth from performing such death-defying stunts to collect their 15 minutes of fame. The railway authorities have also posted shocking statistics on their website stating that around 66 people have lost their lives in the Mumbai suburban local train area in a period of one week.

However, what is even scarier is that most of these deaths have in fact occurred due to negligence on the part of the passengers themselves and often because of the dangerous stunts performed by young men.

Is it impossible for citizens to act for the safety of their own lives? 

The authorities are struggling to make adherence to safety a public awareness issue while, at the same time, trying to educate people about the dangers of performing such seemingly glamorous stunts on extremely crowded Mumbai local trains.

Similar cases have also been reported on the Delhi Metro where people have been found trespassing the metro track despite it being a punishable offence. There have been many cases of people committing suicide on these tracks as well, while sometimes people have fallen to their deaths.

As of now, there is no legislation to stop people from travelling dangerously on local trains.

Here's a question: why do we need a legislation to encourage people to travel safely? Is it impossible for citizens to act for the safety of their own lives and not imperil others without the fear of punishment?
