The Embassy of the Islamic Republic of Afghanistan in New Delhi officially announced its permanent closure on Friday, November 24, effective from November 23, 2023, citing ongoing challenges from the Indian government.

According to the Press Release dated November 24, the closure decision was made following the embassy's earlier cessation of operations on September 30, with hopes that the Indian government's stance would change favorably to allow the mission to operate normally.

At present, there are no Afghan diplomats in India.

Reason for the closure

  • Eight weeks after the previous closure on September 30, the embassy faced challenges, including the non-extension of visas for diplomats, and unclear communication from the Indian government, as stated in the release.

  • The embassy, situated in Chanakyapuri, experienced pressure from both the Taliban and the Indian government, leading to a critical juncture.

  • Despite India's significant role as a strategic partner since 2001, the closure was deemed necessary, according to the statement.

  • The embassy has been officially handed over to the Indian government, leaving decisions about the future of the mission, including the potential involvement of Taliban "diplomats," in the hands of Indian authorities.

The release clarified that the closure was not a result of internal conflict or diplomats shifting allegiance to the Taliban. Instead, it was attributed to broader changes in policy and interests.

Appeals to the Government of India

  • The Press Release urged the Indian government to fulfil its obligations under the Vienna Convention of 1961, urgently assuming custodial responsibility for diplomatic mission properties, bank accounts, vehicles, and other assets located in New Delhi.

A request

  • The embassy also requested permission to hoist Afghanistan's tricolour flag over its properties, aligning with the wishes of the Afghan people as a symbol of honour, pride, sacrifice, and self-determination.

Expressing gratitude to the Afghan community in India, the embassy said despite "limitations in resources and power" it worked tirelessly for the betterment of the Afghans.
