DailyOh! What Parliament rule book says about MPs' suspension, to who is backing Modi on Farm Bills

Speaker can suspend MPs but can’t revoke suspension. Chairman can neither suspend nor revoke suspension.

A division over whether to pass the Farm Bills in Rajya Sabha through voice vote or a division of votes soon saw marshals taking down MPs from their chairs. The MPs, meanwhile, were seen taking down Dy Chairman Harivansh Singh’s mikes. Those who couldn’t reach the mikes, reached the rule book. Rules are not meant to be broken and neither are rule books meant to be torn. But no one said this and so obviously no one heard what wasn’t said. The rule book was torn.

Rajya Sabha Chairman M Venkaiah Naidu today returned to the House and also the rule book. In keeping with rules for misbehaviour, he evoked procedures for the suspension of 8 MPs - Derek O Brien, Sanjay Singh, Raju Satav, KK Ragesh, Ripun Bora, Dola Sen, Syed Nazir Hussain and Elamaran Karim. They were asked to leave the House. The remaining MPs shouted in favour of those who had been suspended and so the Chair, following the rule of order, suspended Rajya Sabha for the day. No, they did not rush home. They are now protesting on Parliament premises and plan to spend the night there. AAP MP Sanjay Singh has reportedly even asked his family to send a pillow and a blanket.

Pillow, we understand; but who uses a blanket in this hot and humid Delhi September? We don’t know since we never protested in or out of Parliament and so we never got suspended either.

MPs can protest in front of the Lok Sabha Speaker and the Rajya Sabha Chairman but while Lok Sabha Speaker can suspend them, Rajya Sabha Chairman can’t. That doesn’t mean MPs can do what they want in the Upper House.

Neither the Speaker nor the Chair can, however, revoke your suspension.

The Speaker may invoke Rule 374A in case of “grave disorder occasioned by a member coming into the well of the House or abusing the Rules of the House, persistently and wilfully obstructing its business by shouting slogans or otherwise...” But it is only the House that can revoke the suspension.

The Chairman of Rajya Sabha however can — under Rule Number 255 — direct any member to withdraw from the House. In such a situation, the House may adopt a motion suspending the member from the service of the House. The period of suspension, however, can’t exceed the remainder of the session. If the suspension exceeds the session, the member would remain in suspended animation. The House, however, can terminate the suspension by another motion. How does one remember so many rules? By penning them down in a rule book – and not tearing it.

When one tears it, one can be suspended. What does it mean to get suspended? In school, freedom; in Parliament, a war.

Suspend is one of those few words whose root word is longer than the word itself. Suspend, the Word Of The Day, comes from Latin word suspensionem, which means ‘the act or state of hanging up, a vaulting’. Oxford dictionary defines suspend as ‘to hang something from something else’ or ‘to officially stop something for a time; to prevent something from being active, used, etc. for a time’.

If you are suspended from school, you can’t stay in school and you can’t go home early because when you go home early, you may have to tell your parents why you came early. For MPs, suspension is visibility. So they don’t want to go home early and will stay suspended at Parliament tonight.

The Bills over which the ruckus started, leading to the suspension, have however been passed through voice vote with the Dy Chair declaring, the ‘the ayes have it’, ‘the ayes have it’, ‘the ayes have it’.

Today, Prime Minister Narendra Modi once again told the farmers they will have both minimum support price (MSP) and the mandi in which they will be able to sell their produce at government fixed MSP even after the Farm Bills become law. When will they become law? Once the President signs them.

When will Sara Ali Khan and Shraddha Kapoor be summoned by Narcotics Control Bureau (NCB) in the Sushant Singh Rajput drug, death, conspiracy, alleged suicide, and what not case? In all likelihood, this week. Sara and Shraddha were both reportedly named by Rhea Chakraborty and boatman Jagdish Das as people who partied at Sushant’s Lonavala farmhouse and consumed drugs.

Meanwhile, a team of AIIMS doctors looking at the death case, is likely to tell tomorrow what many can’t wait to hear – was it a suicide or murder. The final answer may still not come. Another round of speculation is then expected to take off. Whoever thought death puts everything to rest has been thinking all wrong.

Actor Richa Chadha meanwhile has said that it was wrong to drag her name in an alleged sexual harassment by filmmaker Anurag Kashyap. She will take legal action. Chadha has shared a statement written on her behalf by her lawyer. The need for the statement came after actor Payal Ghosh in her statement to media said that Kashyap had sexually harassed her. Ghosh also named actresses who she said Kashyap had named as those ready to have sexual relations with him.

Kashyap’s former wife Kalki Koechlin has meanwhile come out in his support because he had come out in her support even when the two had parted ways.

In Payal Ghosh’s support is Kangana Ranaut, who has also been supporting PM Modi on the issue of the Farm Bills, who has said the bills are need of the 21st century.

Since we are in the 21st century, two women have finally become the first women to operate helicopters onboard warships. The two are first together because nobody among them is second. Sub Lt Kumudini Tyagi and Sub Lt Riti Singh will be the first women airborne combatants in the Indian Navy who will operate helicopters onboard warships. Women’s entry was earlier restricted to fixed-wing aircraft that took off and landed ashore.

To fight coronavirus, you need to detect it because you can’t see it. To detect the virus scientists have brought in Feluda. Sorry if we reminded you of faluda or Fauda. Feluda is a diagnostic kit - named after Satyajit Ray's Desi Sherlock - that does what diagnostic kits are supposed to do - diagnose. But Feluda makes diagnosis easier being a paper-strip diagnostic test and using only the saliva for test. The nasal test only makes the coronavirus look scarier.

You will not have to take either test if you take the mask along. Top it up with soap and sanitiser.
